Role Description & Activities

• Support the development and implementation of NATO Enterprise-wide Learning & Development (L&D) strategies in support of Cyber Readiness and the NELDOM programme.
• Coordinate and conduct L&D orchestration engagements with stakeholders across the NATO Enterprise through face-to-face and virtual channels.
• Engage with NATO HQ, NATO Education & Training Facilities (NETFs), Bi-Strategic Commands (BiSCs), Centres of Excellence, NCI Academy, NATO School Oberammergau, NATO Defence College, ACT and other NATO Enterprise entities.
• Support local commanders and working-level staff in identifying and articulating workforce capability gaps, training priorities and L&D requirements.
• Aggregate stakeholder requirements and identify common capability gaps and priorities across NATO entities to support improved cybersecurity posture and workforce capability.
• Support the design, implementation and operationalisation of the NELDOM governance structure, processes and integration framework.
• Coordinate the progression of NATO L&D communities from Communities of Interest (CoIs) through Communities of Understanding (CoUs) towards mature Communities of Practice (CoPs).
• Develop and maintain stakeholder engagement strategies, engagement plans and communication plans aligned with NATO Digital Transformation and Cyber Readiness initiatives.
• Conduct user research to understand stakeholder needs, pain points and requirements across the NATO L&D ecosystem.
• Develop enterprise personas and user journey maps to identify opportunities to improve L&D engagement and user experience.
• Conduct bespoke Training Needs Analyses (TNAs) for technical and non-technical audiences.
• Design and coordinate appropriate L&D solutions based on identified training needs.
• Develop and deliver L&D offerings across residential, online, distributed, mobile and hybrid formats.
• Support the use and adoption of Learning Management Systems and associated digital learning technologies.
• Develop learning architectures, learning experiences and skills-competency mappings using SFIA and NICE frameworks.
• Support the development of enterprise-level operating models for NATO L&D and digital transformation activities.
• Design and facilitate workshops, training events, exercises, stakeholder forums and engagement activities across the NATO Enterprise.
• Manage multiple concurrent L&D and digital transformation initiatives, ensuring delivery against agreed scope, timelines, quality standards and expected benefits.
• Establish project milestones, learning pathways, dependencies, risks and issues, including appropriate mitigation and contingency plans.
• Track and analyse L&D engagement metrics, participation rates, stakeholder satisfaction and community maturity.
• Develop recommendations based on engagement and performance data to improve L&D effectiveness and user experience.
• Conduct quarterly Community Maturity Model (CMM) assessments and measure progress against established baselines and maturity criteria.
• Facilitate vision-setting workshops and support communities in establishing shared objectives, success measures, taxonomies, frameworks and standards.
• Support the design, implementation and evaluation of pilot initiatives demonstrating tangible collaboration and L&D value.
• Develop and manage Memoranda of Understanding (MoUs) and associated governance arrangements between participating NATO entities.
• Design and maintain knowledge repositories and cross-community knowledge exchange mechanisms.
• Establish documentation standards, templates and knowledge-management processes.
• Capture, document and disseminate Lessons Identified and Lessons Learned using NATO formats and best practices.
• Apply the NATO Lessons Learned process to support quality assurance and continuous improvement.
• Conduct institutional analysis and provide quality assurance reporting to senior NATO Enterprise leadership.
• Develop and maintain NELDOM metrics frameworks measuring enterprise-wide L&D effectiveness, community maturity, participation and collaboration.
• Produce executive-level progress reports, assessments, recommendations and strategic plans.
• Conduct stakeholder satisfaction assessments and analyse pilot outcomes and value realisation.
• Identify key stakeholders impacted by or able to influence NATO Cyber Readiness and Digital Transformation initiatives.
• Build and maintain effective relationships across NATO to secure stakeholder alignment, engagement and buy-in.
• Manage resistance to change through targeted interventions, stakeholder dialogue and structured change-management activities.
• Develop and implement change-management plans supporting the adoption of NATO Digital Transformation and Cyber Readiness initiatives.
• Collaborate with L&D designers, developers, product managers and project teams to create user-centric learning experiences.
• Work closely with NCI Academy and CDT L&D staff and project teams to support the delivery of the L&D portfolio.
• Support the planning and execution of internal events, workshops and employee development programmes.
• Design and support leadership engagement and development activities aligned with NATO communication and Cyber Readiness strategies.
• Support the dissemination of leadership communications, key programme updates and organisational messaging.
• Produce and maintain digital content including newsletters, intranet content and other internal communication materials.
• Collaborate with multiple NATO Enterprise entities to ensure consistency and alignment of organisational messaging.
• Regularly review and update implementation strategies to improve content curation, accessibility and stakeholder engagement.
• Establish feedback mechanisms to assess the effectiveness of internal communications and L&D activities.
• Support quadrimesterly planning, execution and review cycles, including delivery strategies, rollout plans, performance monitoring and progress reporting.
• Develop and maintain delivery strategies, rollout plans, performance monitoring matrices, roadmaps and implementation plans.
• Participate in sprint planning, status meetings, retrospectives and stakeholder review sessions.
• Maintain shared dashboards and tracking mechanisms covering deliverables, progress, risks, issues and outstanding actions.
• Ensure deliverables meet agreed acceptance criteria, quality standards and NATO/NCIA requirements.
• Support the preparation of NELDOM strategic roadmaps, maturity assessments, sustainability plans and transition strategies.
• Support enterprise integration and interoperability assessments, identifying opportunities for optimisation and improved collaboration across NATO entities.
• Contribute to the development of long-term governance, funding, capability, resource and technology sustainability models.
• Support the development of ICT role-mapping initiatives, including SFIA-aligned job description creation, Train-the-Trainer programmes and enterprise skills mapping where required.
• Support NATO Enterprise engagement strategies, communication plans, platform adoption activities and governance arrangements associated with ICT role mapping.
• Travel to NATO entities across the NATO Enterprise as required to conduct stakeholder engagements, workshops, presentations, training and other project activities.

Requirements

• Valid NATO SECRET security clearance at the time of proposal submission.
• More than 7 years of NATO experience related to Education and Training.
• More than 7 years of industry experience in change management and Learning & Development-related roles.
• Master's degree in Communications, Public Relations, Security or a related field, and/or significant multi-year experience conducting Digital Transformation within an international environment.
• Previous experience working at NATO HQ and across the wider NATO Enterprise, particularly in Digital Transformation-related stakeholder engagement, strategy planning and operational execution.
• Proven track record of collaboration with NATO Education & Training Facilities (NETFs) and Bi-Strategic Commands (BiSCs) within NATO L&D environments.
• Internationally recognised Cybersecurity certification.
• Significant experience in event management and the planning, design and delivery of NATO L&D exercises, training events and learning activities.
• Demonstrated experience delivering learning architectures, learning experiences and skills-competency mappings using SFIA and NICE frameworks.
• Experience applying the NATO Lessons Learned process for quality assurance and continuous improvement.
• Extensive experience with NATO Individual and Collective Education & Training and exercises within both national and NATO frameworks.
• Experience conducting Training Needs Analyses (TNAs) and developing L&D solutions for NATO Enterprise personnel.
• Previous experience creating and delivering L&D offerings across residential, online, distributed and hybrid formats for international organisations such as NATO or the UN.
• Experience designing enterprise-level Operating Models.
• Experience designing and delivering stakeholder engagement strategies and maturity models aligned with NATO cybersecurity and ICT coherence objectives.
• Ability to manage multiple concurrent tasks and projects within a fast-paced environment.
• Strong understanding of NATO L&D structures, processes, stakeholders and training frameworks.
• Strong stakeholder management and relationship-building capabilities across technical, operational and senior leadership audiences.
• Excellent written and verbal English communication skills, with the ability to present complex concepts clearly and act as an engaging public speaker.
• Ability to engage effectively with all levels of staff, from junior personnel through to executive and Flag/General Officer level.
• High level of digital literacy and confidence working with digital learning, collaboration and engagement technologies.
• Proactive, self-motivated and able to work independently with minimal supervision.
